Learning and Development Team

Supporting ongoing development and learning of The Salvation Army personnel

The School for Learning and Development team is located at our Ringwood campus in Melbourne.

Major Howard Smartt - Director 

Howard has been spearheading the Learning and Development arm of Eva Burrows College for the past 3 years. Prior to that he was the Principal of Booth College (unified to become Eva Burrows College).

Learning has been an integral part of Howards' life. He started work as a primary school teacher in a struggling suburb in Sydney’s south west. After commencing officership he was called to counselling ministry, that led to serving in recovery ministries at Miracle Haven and a return to university to study and qualify as a psychologist. For over 8 years he was the director of The Salvation Army Counselling Service and during that time taught pastoral care at The Salvation Army Training College. In 2004 he went to Canada where he served with his wife, Robyn, as the Director of Pastoral Services – caring for about 1,000 officers and their families. This time also afforded the opportunity to teach at College for Officer Training in Winnipeg, and numerous seminars for officers. 

Janelle Murley - Learning and Development Consultant

Janelle is a learning and development practitioner with over 20 years experience across multiple industries including motoring organisations, financial services, telecommunications, education and not-for-profit. 

Janelle is skilled in capability framework development, training needs analysis, instructional design, workshop design and facilitation. She currently specialises in the area of leadership and management development and is also a qualified coach.

Major Christine Pickens - Learning and Development Consultant 

Christine is passionate about ensuring all staff and volunteers are equipped to work in these specialised fields.  She delivers a variety of training programs and workshops including Emergency Relief Training, Mental Health First Aid, Case Management, Chaplaincy, Non Violence Crisis Intervention, and the Positive Lifestyle Program.
